Why IRCC Applications Get Returned: The 10 Most Common Reasons in 2026

Thousands of applications get returned every month for the same preventable reasons. Here is the complete list.

When IRCC returns an application, it usually is not because of complex policy violations. It is because of simple, preventable mistakes that get repeated across thousands of applications every month. This guide covers the 10 most common reasons applications get returned in 2026 and how to check for each one before you submit.

What "returned" actually means:

When IRCC returns your application, they keep none of your processing fees and ask you to resubmit. You lose weeks or months of wait time and often have to redo documents that have since expired. A returned application is not a rejection, but it is a costly setback.

1. Missing forms

The most common reason applications are returned is simply that a required form is missing from the package. Applicants often confuse related forms (like IMM 0008 and IMM 5645E) or forget that additional forms are needed for family members.

  • IMM 0008 (Generic Application Form for Canada)
  • IMM 5645E (Family Information)
  • IMM 5406 (Additional Family Information) for some streams
  • Schedule A forms for background declarations
  • Forms for each family member included in the application

2. Incomplete forms

A form that is present but missing required fields causes immediate return. Common issues include blank signature lines, missing dates, incomplete address history, and skipped sections marked "not applicable" when IRCC expects "N/A" or "none".

3. Unexplained gaps in personal history

IMM 5645E requires a complete personal history with no gaps longer than a month. Many applicants leave gaps that need to be filled with entries like "job search", "travel", or "unemployed". Any missing period triggers a return.

4. Missing language test results

Your IELTS General Training, CELPIP-General, TEF Canada, or TCF Canada Test Report Form must be dated within 2 years of your application submission date. Expired test results are one of the most common causes of returned packages. IELTS Academic is not accepted for Express Entry.

5. Expired or soon-to-expire passport

Your passport must be valid for the full duration of your expected application processing period. If your passport expires within 12 months of your application date, IRCC may return the application and ask you to renew first.

6. Employment letters missing required details

Employment verification letters must include every mandatory field. Missing any one of these often leads to a returned application:

  • Employer name and complete address
  • Supervisor name, title, and signature
  • Your job title
  • NOC code (2021 version)
  • Employment start and end dates (or confirmation of ongoing employment)
  • Hours worked per week
  • Annual salary in the currency paid
  • Detailed job duties matching the NOC description

7. Date inconsistencies across documents

If your employment letter says you started a job on January 15 2023 but your IMM 5645E lists January 10 2023, IRCC reviewers will flag this as inconsistent. Cross-check every date on every document, including those on your passport, work permits, and employment records.

Date checks that matter most:

Employment start and end dates (letter vs IMM 5645E), education dates (ECA vs IMM 5645E), passport dates (bio page vs other forms), and language test validity (must be under 2 years old).

8. Missing police certificates

Police certificates are required from every country where you lived for 6 or more consecutive months since age 18. Many applicants forget about countries they lived in for study or short-term work.

9. Missing ECA (Educational Credential Assessment)

Foreign education credentials must be assessed by a designated organization (WES, ICAS, IQAS, ICES, or CES) before they can be claimed for points. The ECA report must cover your highest level of completed education and be dated within 5 years.

10. Proof of funds in the wrong format

For Federal Skilled Worker applicants, proof of funds must be a letter from your bank that includes specific information: account type, date each account was opened, current balance, average balance over the past six months, and any outstanding debts or loans. A screenshot of your bank balance is not enough.

How to check your application before you submit

Many of these issues are not caught until IRCC receives your application and flags them weeks later. A pre-submission review catches these same issues in minutes, before you pay application fees.
